Summary: An 11.5-mile stretch of a major highway in Raleigh is in dire need of repair, but the 3-year project is predicted to cause severe traffic congestion, interrupting the economy and quality of life. To avoid this problem, transporation officials have established a campaign to raise project awareness and establish incentives to get 30,000 motorists to seek other routes and/or means of travel during peak commute times.
